Comprehensive social security system consists of 3 domains:
A- Insurance Domain: Consists of social insurance sector such as old-age, unemployment, accidents and injuries, disability, survivors and medical insurance sector (hygiene and health).
Note- social and medical insurance services are divided to two levels of general and supplementary, in a way that the range of general insurance services is determined by law.
Supplementary insurance is a type of insurance service with individual or collective contracts between the insured and the insurer; the insured pays the contribution and the government has no financial commitment but it is obliged to support this kind of insurance legally.
B- Protective and Rehabilitation Domain: consists of providing the protective and rehabilitating services as well as subsidizing fiscal allowances to the vulnerable households who are not able to work due to different reasons or their income is insufficient.
C- Assistance Domain: contains assisting and rescuing people at the time of the emergence of unexpected contingencies and disasters.
